Candidates must go through the following instructions before filling up the application form:
GENERAL INSTRUCTIONS :
1. The candidates who had applied against any of the post advertised earlier should apply afresh giving reference of their previous applications. However, they may download the application form from the University website but they need not send any application fee alongwith their applications.
2. The benefit of reservation will be given only to those SC/BC/SBC/ESM/EBPG/PWD candidates who are domicile of Haryana State. The SC/BC/SBC/ESM/EBPG/PWD candidates are required to submit SC/BC/SBC/ESM/EBPG/PWD Certificate duly issued by the Competent Authority.
3. Since the practical work including use of gases, acids, tool, machinery etc. is involved in Sciences, Life Science, Pharmacy and Engineering and Technology Faculties, the blind person (visually impaired persons) may not be considered against reserved teaching posts in these faculties.
4. The number of posts may be increased or decreased according to requirement.
5. The prescribed essential qualifications do not entitle a candidate to be called for interview. The decision of the University in all matters relating to acceptance or rejection of an application, eligibility/ suitability of the candidates, or the criteria for selection, etc. will be final and binding on the candidates. No inquiry or correspondence will be entertained in this regard.
6. The eligibility of every candidate will be determined on the basis of qualifications acquired and communicated to the office by him/her up to the last date fixed for receipt of applications.
7. Application not supported with required application fee, attested copies of certificates/testimonials/reprints of Research Publications, title page(s) and contents page(s) of each Journal in which the publication under reference were published and the applications received after the expiry of last date will be liable to be rejected.
8. Fourteen Xerox copies of the Application Form for the posts must be sent alongwith the form. Attested copies of all the certificates/testimonials be attached with original application form.
9. Incomplete applications or the applications received without the prescribed fee or received after the last date of receipt of applications are liable to be rejected.
10. Those who are already in employment should submit their Application Form through proper channel.
11. Name of the post applied for must be super-scribed at the top of the envelope as under:

12. Concealment of facts or supply of wrong information will result in cancellation of candidature in addition to legal action.
13. Separate application form is required to be submitted for each post.
14. Candidates should send proof of specialization where the post has been advertised with specific specialization.
15. Candidates applying for the posts under ESM category should submit a certificate duly issued by the Zila Sainik Board to the effect that his/her father has not availed the benefit of re-employment in any Government service, Public Sector Undertakings including Para-Military Forces, in view of State Government instructions.

16. The appointment to the post of Assistant Professor(s) under Self-Financing Scheme will be made in the running grade for five years. After 5 years, their work and conduct will be reviewed for continuation of their services, which will be co-terminus with the specific course or date of superannuation, whichever is earlier. The persons appointed will be entitled for basic pay in the pay band + Grade pay, ADA, HRA, fixed medical allowance, CPF, annual increment. They will also be entitled for Earned leave, Maternity leave, Anti Rabic leave, Quarantine Leave, Extra Ordinary Leave (Without pay), Academic leave, Study leave (without pay), Casual leave, Child care Leave (without pay), Vacations and forwarding of applications for State/ Centre Government jobs. They will not be entitled for any pension, ex-gratia benefits, LTC, Education Allowance, Indoor Medical Reimbursement facility and Long Term Loans e.g. House Building Loan, Vehicle Loan, Marriage Loan, Computer Loan etc.
17. The terms and conditions for the posts under Self Financing Scheme shall be governed by the Self Financing Scheme Rules framed by the University from time to time.
18. For Administrative/Non-teaching posts and posts of School Teachers, age should be between 18-50 years. Maximum age limit is relaxable in special cases by the appointing authority.

MINIMUM QUALIFICATIONS
ASSISTANT PROFESSOR : (Except for the subject of ‘Fine Arts’, ‘Music & Dance’, ‘Special Education and Engg. & Technology which have been given separately)
(i) National Eligibility Test (NET) shall be compulsory for appointment at the entry level of Assistant Professor, subject to the exemptions to the degree of Ph.D. in respect of those persons obtaining the award through a process of registration, course-work and external evaluation, as have been laid down by the UGC through its regulations, and so adopted by the State Government vide letter No.7/66-2003 C-IV(3) dated 17.7.2009. (Appendix-III).
(ii) The minimum requirements of a good academic record and 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the master’s level.
(iii) A minimum of 55% marks (or an equivalent grade in a point scale wherever grading system is followed) will be required at the Master’s level for those recruited as teachers at any level from industries and research institutions and at the entry level of Assistant Professors, Assistant Librarians, Assistant Directors of Physical Education and Sports.
(iv) A relaxation of 5% may be provided at the graduate and master’s level for the Scheduled Caste/Scheduled Tribe/Differently-abled (Physically and visually differently-abled) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions. The eligibility marks of 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedures.
(v) A relaxation of 5% may be provided, from 55% to 50% of the marks to the Ph.D. Degree holders, who have obtained their Master’s Degree prior to 19th September, 1991.
(vi) Relevant grade which is regarded as equivalent of 55% wherever the grading system is followed by a recognized University shall also be considered eligible.
It is hereby clarified that where the University/College/Institution declares results in grade points, which is on a scale of seven, the following mechanism shall be referred to ascertain equivalent marks in percentage:

For determining good academic record, a candidate should either have average of 55% marks in two of the three examinations (not below Matric or equivalent) prior to Master’s degree or 50% marks in each of these two examinations separately. The following relaxation will, however, operate:

2. The candidates holding Ph.D Degree / NET in Public Administration will be considered for the post of Assistant Professor in Political Science and vice-versa.
3. NET in Statistics and Computer Applications conducted by I.C.A.R. will be considered equivalent to NET in Computer Science conducted by UGC for selection to the post of Assistant Professor in the subject of Computer Science.

ASSISTANT PROFESSOR FOR VISUAL (FINE) ARTS:
i. Good Academic record with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master’s degree level, in the relevant subject or an equivalent degree from an Indian/ Foreign University.
ii. Besides fulfilling the above qualifications, candidates must have cleared the National Eligibility Test (NET) for lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC. Notwithstanding anything contained in this notification, candidates, who are, or have been awarded a Ph.D. degree, in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.
iii. Without prejudice to the above, NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted.
ASSISTANT PROFESSOR IN MUSIC & DANCE
i. Good Academic record with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master’s degree level, in the relevant subject or an equivalent degree from an Indian/ Foreign University.
ii. Besides fulfilling the above qualifications, candidates must have cleared the National Eligibility Test (NET) for lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC. ASSISTANT PROFESSOR IN EDUCATION (Special Education in Visual Impairment)
The qualification for this post will be same as prescribed for the post of Assistant Professor except that the candidate should possess Master’s Degree in Special Education in Visual Impairment and RCI Registration No. is mandatory.
PRINCIPAL, UNIVERSITY COLLEGE, KURUKSHETRA
i. Master’s Degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) by a recognized University.
ii. A Ph.D. Degree in concerned/allied/relevant discipline(s) in the institution concerned with evidence of published work and research guidance.
iii. Associate Professor/Professor with a total experience of fifteen years of teaching/research/administration in Universities, colleges and other institutions of higher education.
iv. The period of time taken by candidates to acquire M.Phil. and/or Ph.D. Degree shall not be considered as teaching/research experience to be claimed for appointment to the post of Principal.
v. A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS) available on University website.

ASSISTANT PROFESSOR (UNIVERSITY COLLEGE OF EDUCATION)
(i) M.Ed./M.A. (Education) with minimum 55% marks and B.Ed. (in the case of Lecturers in Education).
OR
Master’s degree in a school subject with minimum 50% marks and M.Ed./M.A. (Education) with 55% marks and B.Ed. (in the case of Lecturers for teaching of relevant subject).
(ii) Two years’ school teaching experience is desirable.
(iii) Candidates besides fulfilling the above qualifications should have cleared the National Eligibility Test (NET) of Lecturers either in Education or in the relevant subject conducted by the UGC, CSIR or similar test accredited by the UGC.
"NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in Universities/ Colleges/ Institutions.
Provided, however, that candidates who are or have been awarded Ph.D. degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph.D. degree), Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment as Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that, the candidates who have acquired Ph.D. upto 31st May 2009 shall also be exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that those candidates who have been enrolled for Ph.D. upto 31st May 2009 shall become eligible for exemption from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions only on acquisition of Ph.D. degree.
NET shall not be required for such Master's Programmes in disciplines for which there is no NET."
NOTE:

(v) For the teaching of Physical Science the required Master’s degree will be M.Sc. Physics or Chemistry; for the teaching of Life Science it will be M.Sc. Zoology or Botany; and the candidates who have passed M.Sc. in Environmental Science with subject related to Life Science at B.Sc. Level may also be considered eligible for the post of Lecturer in Teaching of Life Science, for teaching of Social Studies it will be Master’s Degree in History or Political Science or Economics or Geography or Sociology or Public Administration

NOTE:
(i) That in case of direct recruitment the teachers working in privately managed Government aided, recognized and Government schools, are exempted to acquire qualifications of passing HTET as described in column 3, if they have worked as a teacher for a minimum period of four years on the date of enforcement of these rules. However, the said exemption is a onetime measure and the said category of teachers on their appointment shall have to qualify HTET by not later than 1st April 2015, otherwise their appointment shall stand terminated automatically without giving any further notice.
(ii) Professional Training Diploma or Certificate awarded by any State, Board of University other than Haryana Education Department will be recognized only if this Degree or Diploma or Certificate has been recognized by the Haryana Government;
AND
A Diploma/ degree course in teacher Education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.Ed. (Special Education) a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.
(iii) Candidate possessing higher academic or professional qualification will not be eligible unless he possesses the minimum qualification including HTET & experience, if any, prescribed for the said posts.
(iv) There will be relaxation of 5% in minimum qualifying marks at B.A./ B.Sc./B.Com/Senior Secondary Level for Scheduled Caste(S)/ Backward Class (BC)/ Other Backward Class (OBC)/ Differently abled candidates.

CONTROLLER OF EXAMINATION
ESSENTIAL:
1. Master’s degree with at least 55% marks or its equivalent grade ‘B’ in the UGC seven point scale.
2. At least 15 years experience as Lecturer (Senior Scale)/Lecturer with 8 years’ experience in Reader’s grade alongwith experiences in Educational administration.

MEDICAL OFFICER
MBBS or an equivalent degree from an Indian or Foreign University. Preference will be given to a person having Post-graduate degree/diploma in Medicine or having long experience.
DENTAL SURGEON
i) Bachelor degree in dentistry of a recognized University or any recognized equivalent degree of any other University or Institutions recognized by the Dental Council of India.
ii) Must be registered with Haryana State Dental Council or with any other duly constituted Dental Council of India.
iii) Adequate knowledge of Hindi.
ASSISTANT REGISTRAR
1. Good Academic Record plus Master’s degree with atleast 55% marks or its equivalent grade of ‘B’ in the UGC seven point scale.
2. There shall be no relaxation in qualifications for internal candidates competing against open post.
3. The relaxation of age up to five years shall be allowed to all the candidates who have five years or more experience as Superintendent or an equivalent post irrespective of the fact whether the candidates are internal or external.
4. The Bachelor degree in any discipline shall be considered as lower examination for determining the “Criteria of Good Academic Record” for the post of Assistant Registrar.
Desirable:
The candidates for direct recruitment for the post of Assistant Registrar should have adequate knowledge of Computer, like, M.S. Office, Excel, Internet, etc.

Subject: Qualifications for the appointment of Lecturer/ Librarians.
The State Government has considered and approved the draft rules for the qualifications for the appointment of Lecturers/ Librarians in substitution to the existing rules as prescribed in Haryana, Education (College Cadre) Group-B Service (Amendment) Rules, 2006. These draft rules have been prepared in accordance with latest Regulations, 2009 No.F.1-1/ 2002 (PS) Exemp. dated 01.6.09 of the UGC. The draft rules as approved by the Government as under:
“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in Universities/ Colleges/ Institutions.
Provided, however, that candidates who are or have been awarded Ph.D degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph.D degree), Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment as Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that, the candidates who have acquired Ph.D. upto 31st May 2009 shall also be exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that those candidates who have been enrolled for Ph.D. upto 31st May 2009 shall become eligible for exemption from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions only on acquisition of Ph.D. degree.
NET shall not be required for such Master’s programmes in discipline for which there is no NET.”
The process regarding getting these draft rules notified is under progress with the Government. It has further been decided that in the meantime, if any Lecturer/ Librarian/ teacher is recruited then it shall be according to the draft rules as mentioned above.
